N.C. Utilities Commission Issues Final Ruling on Poultry Waste Requirement
On February 18th we mentioned that the N.C. Utilities Commission (NCUC) had one more issue to address regarding the poultry waste requirement.
Today, the Commission issued an order providing clarification on the allocation of utility obligations to meet North Carolina’s aggregate poultry waste set-aside requirements. In the Order on Pro-Rata Allocation of Aggregate Swine and Poultry Waste Set-Aside Requirements, (opens as .pdf) the NCUC confirmed that the proposed pro-rata mechanism, which was supported by a majority of the obligated utilities (as well as Fibrowatt), is approved as a means of determining aggregate set-aside obligations and compliance with the NC Renewable Energy and Efficiency Standard (REPS).
We are pleased with the conclusions in this Order and feel that this determination will provide the clarity necessary for the utilities to proactively move forward with their efforts to meet their obligations under the North Carolina REPS.
